FSSAI changes in 2026: what kitchen owners need to know

6 min readNov 2026

Who this is forThis guide is for restaurant, cafe and cloud kitchen owners in India who want a plain summary of the FSSAI changes made in 2026.

In 2026 FSSAI amended its licensing rules to give licences and registrations perpetual validity, introduce risk based inspections and raise the turnover thresholds that decide whether a business needs registration, a State licence or a Central licence. It also issued an advisory requiring food grade, corrosion resistant cutting equipment. Hygiene obligations did not get any lighter.

Key facts

  • FSSAI notified amendments to the Licensing and Registration Regulations on 10 March 2026.
  • The amendments introduced perpetual validity of licences and registrations and a risk based inspection framework.
  • Revised turnover thresholds for registration and licensing took effect from 1 April 2026.
  • On 15 June 2026 FSSAI issued an advisory on food grade, corrosion resistant cutting equipment.

This article summarises official FSSAI documents. It is not legal advice. Always check the current text on the FSSAI website before acting.

The March 2026 licensing amendments

FSSAI notified the Food Safety and Standards (Licensing and Registration of Food Businesses) Amendment Regulations, 2026 by gazette notification dated 10 March 2026. According to FSSAI's own FAQ document on the amendments, the key reforms are:

  • Perpetual validity of licences and registrations, removing the need for periodic renewal.
  • Deemed registration of street food vendors.
  • A risk based inspection framework.
  • A provision allowing FSSAI to revise turnover thresholds for categorising food businesses.

What perpetual validity means in practice

The FSSAI press release of 13 March 2026 explains that licences and registrations will no longer need repeated renewal, and that this is meant to let regulators focus more on enforcement, monitoring and capacity building. In other words, less paperwork does not mean fewer checks on the kitchen itself.

New turnover thresholds from 1 April 2026

Through an order dated 13 March 2026, FSSAI revised the turnover thresholds with effect from 1 April 2026. The press release states that the registration threshold rose from 12 lakh to 1.5 crore, State licensing applies up to 50 crore, and Central licensing applies beyond that. Some activities have their own criteria, so check the order for your kind of business rather than relying on turnover alone.

For a small restaurant or cloud kitchen, this may change which category applies. Existing licence holders should check whether their category is still correct.

Risk based inspections

The amendments move towards inspections based on risk. FSSAI has not, in the documents we reviewed, published a simple public scoring formula for restaurants, so we will not guess one here. The practical message is clear: kitchens that handle higher risk food or show compliance gaps can expect closer attention. Keeping the kitchen inspection ready every day is the sensible response.

The June 2026 advisory on cutting equipment

On 15 June 2026 FSSAI issued an advisory directing food businesses to use only food grade, corrosion resistant knives, blades and cutting equipment, kept free from rust, chips, paint and cracks, and to replace unsuitable items. It is based on Schedule 4 of the Licensing and Registration Regulations. We explain it in detail in our article on the FSSAI advisory on corroded kitchen equipment.

Other 2026 updates on FoSCoS

The FoSCoS notifications list also shows a food recall function added in March 2026 and guidance on compliance for e-commerce food businesses using the Open Network for Digital Commerce. FSSAI's amendments page lists a further amendment dated 23 June 2026. Read its full text on the FSSAI site to see whether it affects your business.

What kitchen owners should do now

  • Confirm your licence or registration category under the revised thresholds.
  • Keep hygiene, pest control and cleaning records up to date every day.
  • Check that food contact equipment is food grade, corrosion resistant and in good condition.
  • Replace rusted, chipped or damaged knives, utensils and surfaces.
  • Follow the FSSAI website and FoSCoS for new orders and advisories.

What has not changed

It is easy to read headlines about perpetual licences and assume compliance has become lighter. It has not. The hygiene and sanitary requirements in Schedule 4 still apply. Food contact surfaces must still be food grade, non toxic and corrosion resistant. Raw and cooked food must still be separated. Pest control, staff hygiene and cleaning remain the business's responsibility. The reforms reduce paperwork, not the standard of the kitchen.

How to stay informed

FSSAI publishes notifications, orders, advisories and FAQs on its website, and FoSCoS lists announcements for licence holders. Check both regularly, and read the original documents rather than relying only on summaries in the news or on social media. When a new advisory appears, ask two questions: does it apply to my type of business, and does anything in my kitchen need to change. If you are unsure, a food safety consultant or legal adviser can confirm how a rule applies to you.

Frequently asked questions

Do FSSAI licences still need renewal after the 2026 changes?

Under the March 2026 amendments, licences and registrations have perpetual validity, so periodic renewal is no longer required. Other obligations under the regulations continue to apply.

Does perpetual validity mean fewer inspections?

No. FSSAI has said the change frees regulators to focus on enforcement and monitoring, and the amendments introduce a risk based inspection framework.

Where can I read the official 2026 FSSAI documents?

The notifications, orders, FAQs and advisories are published on the FSSAI website and the FoSCoS portal. Always rely on the current official text.
